Officer Kenneth Stephenson, who had been on the force for more than nine years when he was dismissed in March 1997, could return to his old job if the city agrees to the nonbinding arbitration report, said the officer's attorney, Bill Hadden.

"He wants to get back to work," said Hadden, a Santa Monica-based lawyer specializing in police issues. "He's hopeful of getting back to work as soon as possible." The city is reviewing the arbitrator's decision and had no comment, said city attorney David Hirsch.

The incident was reported to the Ventura County Fire Department Not to be confused with Ventura Fire Department.

The Ventura County Fire Department (VCFD) provides fire protection and emergency response services for the unincorporated areas of Ventura County, California, and for six other cities within the county.

The three-inch-diameter pipeline serves 200 homes in the Park Lane development. There were no injuries and no evacuations, fire officials said.

Traffic, however, was diverted around the one-block stretch of Los Angeles from Sinaloa Road to Socrates for more than two hours.

Protest scheduled for speakers' rights

THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - City Council candidate Chris Buckett is organizing a demonstration to be held at City Hall at 6 p.m. today to protest the mayor's behavior at Sept. 8's council meeting during public comment.

Buckett, one of 13 candidates running for three seats, said Mayor Michael Markey violated First Amendment rights when he asked speakers to refrain from making political speeches.

Last week, local attorney Edward Masry filed an official demand with the city that Markey allow all speakers to voice their opinions at public comment or face a civil lawsuit.

Also last week, candidate Richard Messina asked the Ventura County District Attorney's Office to investigate Markey's behavior.

But Markey maintains that he was only doing his job by asking speakers to limit their comments to City Council business. He said public comment is not the appropriate place for candidates or their supporters to campaign.
