Residents are invited to meet with the agency's staff in a citywide workshop to discuss the planning process for a permanent equestrian center, the proposed site and preliminary concepts for a full-service equestrian center.

The open space agency oversees Two-Winds Ranch, a temporary equestrian center located on a northeastern portion of Broome Ranch that offers a boarding facility for horses near a network of trails as well as a practice area where riders can take lessons and prepare for equestrian shows.

That center will be shut down in three years, however, when its lease runs out. The conservation group and city officials have been working to open a permanent equestrian center before 2000.

The recommendations to come from the workshop will be considered by the agency's board of directors at its next meeting May 13.

The new station will be built at Kanan and Upper Ranch roads to serve the North Ranch area, using trust fund money from developers' fees.

``It's been 10 years in the making,'' Supervisor Frank Schillo said. ``And this is not tax money used to build the station.''
