The charge stems from an alleged incident that occurred earlier this month at Morgan's home in Brentwood, said Deputy City Attorney Mitchell Fox.

The actor's wife called 911 to report a disturbance at the couple's home at 12:05 a.m. July 2 and said her husband was attacking her, Fox said. Morgan's wife had a red, swollen left foot, a quarter-inch cut near her right eye and a bruised right arm, Fox said.

In their report, officers said the victim told them she was injured after an argument with her husband, which began during a dinner party and continued when they returned home, turning violent, Fox said.

Quake detection system urged

Noting that an early warning system has had some success in reducing earthquake-related casualties in Mexico, City Councilman Hal Bernson proposed Wednesday that a similar system be considered for Los Angeles.

Bernson said the Seismic Alert System in Mexico gave a 72-second advanced warning of the 1995 earthquake that rocked Guerrero, Mexico, using motion-sensing stations along a 300-kilometer stretch of the Mexican coast.

The system triggered alarms in some schools in Mexico City and allowed residents to turn off gas mains and move to safe-assembly areas.

``This Mexico city experience has shown that with adequate information, training and drills, residents of seismically vulnerable regions can be expected to respond to a warning in a controlled, rational and adaptive manner,'' Bernson said in a motion submitted to the City Council on Wednesday.

If approved by the council, the motion would direct the city to investigate the feasibility of installing an advance warning system for Los Angeles.

Man sought in Glendale rape

GLENDALE - Police are asking for the public's help in identifying a man who raped a Glendale woman in her home after asking to use the bathroom.

Sgt. Rick Young of the Glendale Police Department said the rape occurred in the 1600 block of Chevy Chase Drive at 4:30 p.m. July 2.

The suspect was described as a male Caucasian in his mid-30s, 5 feet, 11 inches tall, 180 pounds, with dark blond, wavy short hair.

Young said anyone with information about the suspect should call police at (818) 548-3106 or can leave an anonymous tip with Glendale Crimestoppers at (818) 507-7867.

Conner will not seek re-election

On the 15th anniversary of the day he was sworn in, Los Angeles Community College District The Los Angeles Community College District (LACCD) is the community college district serving Los Angeles, California and some of its neighboring cities. In addition to typical college aged students, the LACCD also serves adults of all ages.  Trustee Lindsay Conner announced Tuesday night he would not seek re-election to the board next year.

Conner, who took his seat on the board July 9, 1981, said he was stepping down to spend more time on his writing career. His seat is up for re-election next April.

Fernando Award deadline extended

The deadline for submitting nominations for the Fernando Award for volunteerism has been extended to July 22.

The original deadline was July 1 but was pushed back to later this month because of the large number of requests the group has received.

Fernando Award Inc. has been recognizing people from the community since 1958 for their volunteer work. Each year, Fernando Award Inc. seeks the names of individuals who have consistently, over an extended period of time, been actively involved in volunteering for the good of the community. Nominations are free.

A committee, made up of past recipients, benefactors and organization board members, reviews the applications and selects five finalists who are honored at a luncheon in August. From the list of finalists, one individual will be selected. Los Angeles Mayor Richard Riordan will present the 38th annual award Nov. 1 at a black-tie dinner at the Warner Center Marriott.

Griffith astronomer explains `big bang'

SANTA ANA - Call it the ``big bang'' theory, but a Griffith Observatory astronomer said a loud noise heard and felt across Orange County could have been a large meteor entering the Earth's atmosphere.

The bang and jolt about 3 p.m. Tuesday rattled nerves from Santa Ana to Corona del Mar and Laguna Niguel.

Seismologists at the California Institute of Technology California Institute of Technology, at Pasadena, Calif.; originally for men, became coeducational in 1970; founded 1891 as Throop Polytechnic Institute; called Throop College of Technology, 1913–20.  in Pasadena told The Orange County Register it wasn't an earthquake.

And a spokesman at the El Toro Marine Corps Air Station told the newspaper it had nothing to do with jet aircraft breaking the sound barrier.

Griffith Observatory astronomer Tony Cooke said it could have been a bolide bolide: see fireball.  - a large meteor - plummeting through the atmosphere and creating a sonic boom.

He also said top secret aircraft routinely produced sonic booms in Southern California a few years are back. If that is the case now, he said, the big bang big bang
