VENTURA - An Oxnard police officer facing up to 20 years in prison on federal civil rights charges was acquitted Friday on one charge as the jury deadlocked on the other.

The jury acquitted Officer Robert Flinn on a charge of filing a false police report, while jurors deadlocked on a charge of using excessive force to subdue a burglary suspect, officials said.

Assistant U.S. Attorney Jonathan Shapiro said a decision has not yet been made to refile a charge of use of excessive force.

Prosecutors said the beating occurred after Juan Lopez stole battery chargers from a neighbor's garage Jan. 27, 1996, and police, including Flinn, chased him through a neighborhood. Prosecutors claimed that Flinn hit Lopez repeatedly with a flashlight as he was surrendering in a driveway.
