BRIEFLY : SUSPECT ARRESTED BY HOMICIDE DETECTIVES.

PANORAMA CITY - Sheriff's homicide detectives on Tuesday arrested a man wanted in connection with a body found off Mulholland Highway in the Santa Monica Mountains, officials said.

Jeffrey Fecht, 40, of Panorama City was booked on suspicion of murder and held in lieu of $1 million bail, sheriff's Deputy Cruz Solis said.

The body of the unidentified man in his late 20s or early 30s was found by a hiker Monday about a mile north of Kanan Road. An autopsy is pending, but police said there were signs of injury.

Health-care plan gets board approval

The Los Angeles County Board of Supervisors on Tuesday unanimously approved a proposal to give more than 270,000 LAUSD students without health insurance basic health care on campuses and at clinics.

The motion by Supervisor Zev Yaroslavsky will team the county's Department of Health Services, the Los Angeles Unified School District and community clinics.

The proposal would seek to tap into a federal agreement to match every dollar spent by the county on clinic-based care.

Hearing into Zine's sex case postponed

A Board of Rights hearing into allegations a Los Angeles police union boss sexually harassed a female officer was postponed until Dec. 4, his attorney said Tuesday.

Sgt. Dennis Zine, also a member of the city's Elected Charter Reform Commission, denies the allegations, claiming they are politically motivated. He is an outspoken critic of Police Chief Bernard C. Parks.

Attorney Darryl Mounger said the internal police disciplinary hearings are bogged down in procedural matters.

Officer Denise Ward, 36, accused Zine, a former motorcycle cop, of putting a jar of urine and condoms in her suitcase after she declined his sexual overtures during a 1997 business trip to Calgary, Alberta.

Officer enters plea in drug-theft case

An LAPD anti-gang officer pleaded not guilty Tuesday to charges that he forged another officer's name in order to steal three kilograms of cocaine from an evidence locker in March.

Rafael Antonio Perez is due back in court Nov. 4 for a pretrial hearing. The veteran officer was charged with single counts of possessing cocaine for sale, grand theft and forgery. He faces up to eight years and four months in prison if convicted.

2 doctors arrested in tax evasion case

An obstetrics gynecologist who practices in Burbank and his ophthalmologist wife were arrested Tuesday on suspicion of state income tax evasion, the Franchise Tax Board announced.

Frederic and Eduardita Quevedo are expected to be arraigned in Van Nuys today. They are suspected of failing to file state income tax returns for 1992 and 1993 and failing to report more than $800,000 of income from their solely owned medical corporations.

The Van Nuys couple allegedly owe more than $65,000 in delinquent state income taxes, authorities contend.
