BRIEFLY : REFORM PANEL WANTS COUNCIL REVIEW KEPT.

Under intense pressure from employee unions, Los Angeles' elected Charter Reform Commission voted Monday night to retain some form of City Council review of city commission decisions.

Two months after the charter panel voted to repeal Proposition 5 - the council's power to overturn commission decisions - the panel decided Monday to draft some form of modified review process, possibly giving the council power to veto commission decisions, but not change them.

WOODLAND HILLS - A 29-year-old parolee was arrested Monday on suspicion of raping his Canoga Park landlady, police said.

Carl Darnett Johnson, who was on parole for kidnapping, rented a garage from a Canoga Park woman shortly after his July 20 release from prison, said Lt. Gary Hallden of the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Police Department's West Valley Division. The landlady gave him a house key to use the bathroom.

It was also U.S.  between Topanga Canyon Boulevard and Canoga Avenue from 1:30 to 2:45 p.m. before capturing the suspect Monday, Hallden said.
