Reductions are expected to be greater for large-scale users of electricity in commerce, public service officials said, but they are not yet estimating the percentage of savings.

``The behavior of the deregulated power market is still very new,'' said Greg Simay, assistant general manager of Burbank's public service department. ``It's capable of surprises.

``We feel comfortable creating the expectation that everyone will see a rate decrease of some sort, but beyond that it's crystal-balling, and we don't want to do that with rates.''

The City Council has decided that any rate decrease will be phased in, so reductions would begin in July 2002 and be implemented fully by 2004.
