A Los Angeles city panel agreed Monday to seek proposals to expand a pilot program mounting cameras on traffic signals to catch people who drive through red lights.

The proposal from the Budget and Finance Committee went on to the full City Council despite a protest from one official about the invasion of privacy invasion of privacy n. the intrusion into the personal life of another, without just cause, which can give the person whose privacy has been invaded a right to bring a lawsuit for damages against the person or entity that intruded. .

FEBRUARY BIG BOOST FOR RAINFALL TOTALS

April may be the ``showers'' month, but February was unusually wet in the Southland, as Los Angeles picked up 180 percent of its normal amount of precipitation for the month, the weather service reported Wednesday.

Last month's rainfall total downtown was 5.54 inches compared with the norm of 3.07, the Oxnard office of the National Weather Service reported.

Despite all the rain last month, the Civic Center has received but 10.08 inches since July 1 last year - the start of the rain season. The normal amount through today is 12.08 inches, said NWS NWS National Weather Service

CITYWALK EXPANSION SET FOR COMPLETION

UNIVERSAL CITY - An April 12 completion date is set for the expanded Universal CityWalk entertainment complex, following a decade of design work and nearly two years of construction, it was announced Tuesday.

Architect Jon Jerde, designer of the original CityWalk complex that opened in 1993, is also responsible for the design of the new buildings and public spaces.

Among the new attractions is a NASCAR NASCAR (National Association for Stock Car Auto Racing), organization that sanctions American stock-car races, est. 1948. It held its first race in Daytona Beach, Fla.  Silicon virtual racing experience, where drivers will race against one another at speeds of up to 195 mph; an IMAX-3D movie theater; and a rock 'n' roll rock 'n' roll: see rock music.  bowling alley featuring video monitors, a theatrical light show and mega-watt sound system.

Newly added to the nightlife mix are the Rumba A popular family of PC-to-host connectivity programs from NetManage, Inc., Cupertino, CA (www.netmanage.com). Acquired in 1999 from Wall Data Inc., the RUMBA software gives desktop PC users access to virtually any host across any network.  Room, a Latin dance club; Howl at the Moon, described as a ``dueling piano bar''; and the Karl Strauss Microbrewery mi·cro·brew·er·y

D.A. WON'T CHARGE HIGH SCHOOL TEACHER

The Ventura County District Attorney's Office has declined to charge a Santa Paula High School Santa Paula High School is one of two schools in the Santa Paula Union High School District. It is located in Santa Paula, California.  teacher with refusing to leave her school after she showed her students the R-rated film ``American Beauty.''

When the principal told Mary Louise Peterson to leave the school grounds March 3, she refused and Santa Paula police arrested her.

POLICE SEEK HELP IN HIT-RUN DEATH

SHERMAN OAKS - Investigators asked for help Wednesday in finding witnesses to the death of a 7-year-old girl who was struck by a car while crossing a street in Sherman Oaks.

The crash occurred Tuesday at 5:40 p.m. at Cedros Avenue and Magnolia Boulevard, said Detective Jim Deaton of the Los Angeles Police Department's Valley Traffic Division.

The child, whose name was withheld at her parents' request, was struck by a red Chevrolet Cavalier that was headed west on Magnolia, Deaton said.

COUNCIL ASKS REPORT ON SAFETY OF FLIGHTS

Council members asked the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  and the National Transportation Safety Board for a report within the next month at the urging of Councilman Alex Padilla.

Padilla said he was concerned because of a recent incident at Burbank Airport when a jet skidded off a runway and a mid-air collision a month earlier over the Newhall Pass.
