The Thousand Oaks Surgical Hospital is planned on Rolling Oaks Drive near Moorpark Road and the Ventura Freeway. The council's Tuesday night vote paved the way for the connection of Rolling Oaks between Moorpark and Rancho roads, which would give a pocket neighborhood a second emergency access route. The council also authorized architects to move forward with the $10.2 million renovation of the municipal golf course.
