The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  is scheduled Tuesday to consider confirming results of the northeast Valley redevelopment Project Area Committee election - with the exception of one candidate.

A report from the City Clerk's Office recommends that attorney Glenn W. Hoiby not be seated on the panel because he sent out what were perceived as threatening letters (Law) letters containing threats, especially those designed to extort money, or to obtain other property, by menaces; blackmailing letters.

Hoiby denied doing anything improper and said he was exploring options on how to challenge the recommendation.

He said he had written to several agencies advising them of the Internal Revenue Service code that prohibits nonprofit charitable groups from becoming involved in the election.

Hoiby also said he has made no secret of his dislike of the city Community Redevelopment Agency and wanted to serve on the Northeast Valley panel to slow down its work.

NET BETTING FIRM SETTLING LAWSUIT

MUNICIPAL, SUPERIOR COURTS TO MERGE

Judges in the world's largest court system voted Friday to nearly double the system's size by unifying the Superior and Municipal courts into one giant system in which 563 judges will operate under Superior Court rules and titles.

About 260 Municipal Court judges will join 303 Superior Court judges as one court on Jan. 22 in a swearing-in ceremony that will elevate the Municipal judges to the Superior Court.

``As of Jan. 24, there will no longer be a Municipal Court in Los Angeles County, and the judges cannot preside unless they have been sworn in to the Superior Court,'' said court spokeswoman Jerrianne Hayslett.

MAN SENTENCED FOR PORNOGRAPHY

Van Nuys Superior Court Judge Michael Harwin sentenced Jack Hornbeck, 46, for possession of child pornography and an attempted lewd act upon a child.

The unemployed laborer, who pleaded no contest to the single counts, used the library computer to set up his own Web site to display child pornography, prosecutors said.
