The Police Commission approved a plan Tuesday to promote the proper use of the city's 911 emergency system and the LAPD's new nonemergency phone number.

The department's (877) ASK-LAPD number has averaged about 21,000 calls per month since it was implemented last June - accounting for an estimated 20 percent of all nonemergency calls the city receives.
