DRUG PROBES LEAD TO ARRESTS OF 10

MAN'S APPEAL IS TURNED DOWN

THOUSAND OAKS - Jim Shaddix says he's a victim of Ventura County red tape.

Shaddix was never notified by the county Fire Protection District to cut down long weeds on his vacant lot because the notices were all sent to the previous owner.

Under weed abatement laws, the fire district had the lot cleaned up and Shaddix got a bill for $1,173.10 - $380.60 for abatement, $157.50 for hauling and a $635 fine.

This week, Shaddix appealed his case to the Board of Supervisors, only to learn from surprise witness James Dodd, the assistant assessor, that it takes at least five months to log a property title transfer into the computer system used by the fire district to determine where weed abatement notices should be sent.

The supervisors determined that the county did nothing wrong and that Shaddix should take up the matter with the seller of the property.

He fought the ticket in court Wednesday and lost.

``I can't believe this,'' said Nelson, who started munching sunflower seeds to help him quit smoking.

Rosales couldn't believe it either. As the officer pulled Nelson over, he continued to toss seeds out, Rosales said.

``He looked right at me as he tossed them out. I figured he would stop when he saw me there,'' the officer said.

Nelson said he thought it was legal to chuck small pieces of food out the window. But Rosales said only two things can be legally dumped from a vehicle in California -- clear water and live-chicken feathers.

$20,000 DAMAGE CAUSED BY FIRE

SIMI VALLEY - An estimated $20,000 in damage was caused when fire broke out at a single-family home in the 1400 block of Rio Vista Court, authorities said Thursday.

No one was injured in the fire, which was reported at 6:48 p.m. Wednesday. Officials had not yet determined a cause.
