PANEL TORPEDOES DISCLOSURE BILL

THOUSAND OAKS - A bill introduced by Assemblyman Tony Strickland, R-Camarillo, that would have allowed an attorney to share the location of a missing person without violating client confidentiality was rejected in committee this week.

AB 1286 would have allowed attorneys to disclose information voluntarily without revealing the source, and required that the fact that the information was given be kept out of court.

The bill was sparked by the outcry over the failure of the attorney for a suspect in the disappearance of 14-year-old Kali Manley of Ojai to divulge her whereabouts. The suspect, David Alvarez, eventually led authorities to the girl's body. He has pleaded not guilty to murder charges.
