BRIEFCASE LANG NAMES ADVERTISING EXEC.

WOODLAND HILLS - Tracy Rafter, senior vice president of advertising and marketing for the Los Angeles Newspaper Group The Los Angeles Newspaper Group is an umbrella group of local daily newspapers published in the greater Los Angeles area by MediaNews Group. The news coverage of the newspapers are mainly local stories. , recently named Jeannine Antus Koncar vice president of advertising for LANG, effective immediately.

The Daily News is among LANG's eight daily newspapers in Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region, .

``Jeannine's depth of experience and fresh thinking toward advertising client partnerships will be a real asset to LANG,'' Rafter said. ``I've experienced firsthand the level of enthusiasm and strategic thinking she brings to our industry, and we are thrilled to have her on the team.''

Koncar will oversee LANG's major accounts and entertainment advertising divisions. Koncar replaces Jim Pollard James Clifford "Jim" Pollard (b. July 9, 1922 in Oakland, California – d. January 22, 1993 in Stockton, California) was a former pro basketball player.

In college, Pollard played for Stanford and was a key member of Stanford's 1942 national championship team (though
 who recently resigned to pursue his advertising career with the Dallas Business Journal.

Most recently, Koncar was director of display advertising for LANG's sister newspaper, the Denver Newspaper Agency, and vice president of display advertising for The Denver Post. In 1996, Koncar served as retail advertising manager for Madison Newspapers Inc.'s Wisconsin State Journal The Wisconsin State Journal is a daily newspaper published in Madison, Wisconsin by Capital Newspapers. The newspaper, the second largest in Wisconsin, is primarily distributed in a 19 county region in south-central Wisconsin.  and Capital Times. Rates are mixed in T-bill auction

WASHINGTON - Interest rates on short-term Treasury securities were mixed in Monday's auction.

The Treasury Department sold $11 billion in three-month bills at a discount rate of 1.69 percent, up from 1.68 percent last week. An additional $11 billion was sold in six-month bills at a rate of 1.88 percent, down from 1.905 percent.

The three-month rate was the highest since April 8, when the bills sold for 1.71 percent. The six-month rate was the lowest since Feb. 25, when the rate was 1.85 percent.

In a separate report, the Federal Reserve said Monday that the average yield for one-year constant maturity Treasury bills, the most popular index for making changes in adjustable rate mortgages, fell to 2.42 percent last week from 2.53 percent the previous week.

Andersen hires overhaul expert

Arthur Andersen LLP, based in Chicago, was once one of the "Big Five" accounting firms (the other four are PricewaterhouseCoopers, Deloitte Touche Tohmatsu, Ernst & Young and KPMG), performing

But even with overseer Paul Volcker saying miracles are needed, the accounting firm insisted Monday the hiring is not a step toward bankruptcy.

 after talks with the government failed to settle a criminal charge and continued client defections, accounting industry experts have speculated the firm may be forced to file for Chapter 11 bankruptcy protection.

However, an Andersen spokesman strongly reiterated Monday that the company won't, despite the hiring of Bryan Marsal as chief restructuring manager.
