 Corp. officials announced Monday they have signed a deal with Landmark Restaurant Group Inc. to open 22 new IHOP restaurants in California, Arizona and Nevada in the next 10 years.

 earnings fall but beat forecasts

CALABASAS - After delaying two major product releases, video game publisher THQ Inc. posted lower earnings Monday but, with an insurance settlement, still beat expectations.

For the three months that ended Sept. 30 - which, for the company, was the second quarter of its 2004 fiscal year - THQ reported net income of $3.6 million, or 9 cents a share, down from $4.8 million, or 12 cents a share, for the same period last year. Excluding a $4 million insurance settlement, net income for the quarter was $1.1 million, or 3 cents a share. Sales in the period rose 30 percent to $127 million - from $97 million last year.

Interest rate rises on 3-month T-bill

WASHINGTON - Interest rates on short-term Treasury securities rose in Monday's auction.

The Treasury Department sold $17 billion in three-month bills at a discount rate of 0.920 percent, up from 0.905 percent last week. An additional $17 billion was sold in six-month bills at a rate of 1.015 percent, up from 0.985 percent.

The three-month rate was the highest since Sept. 29, when the bills sold for 0.935 percent. The six-month rate was the highest since Sept. 2, when it was 1.040 percent.
