T-bill rates rise in Monday auction

WASHINGTON - Interest rates on short-term Treasury bills rose in Monday's auction to the highest levels in more than two months.

The Treasury Department auctioned $16 billion in three-month bills at a discount rate of 0.945 percent. Another $16 billion in six-month bills was auctioned at a discount rate of 1.035 percent.

The three-month rate was up from 0.940 percent last week and was the highest since three-month bills averaged 1.005 percent on June 9. The six-month rate was up from 1.030 percent last week and was the highest since 1.095 percent on June 2.

In a separate report, the Federal Reserve said Monday that the average yield for one-year Treasury bills, the most popular index for making changes in adjustable rate mortgages, rose to 1.29 percent last week from 1.26 percent the previous week.

DETROIT - General Motors Corp. and DaimlerChrysler AG's Chrysler Group resumed operations Monday at all their U.S. factories affected by the blackout, while Ford Motor Co. restarted all but one of its plants.

The automakers also reopened some of their plants in Ontario, but production at those locations remained limited because the province's power system remained several days away from returning to full strength following Thursday's blackout.

Detroit's Big Three automakers all expressed confidence that their companies will make up most of the lost production, but said it was too soon to estimate blackout-related costs.
