Government

The President has nominated Army Lt. Gen. Kevin P. Byrnes for assignment as deputy chief of staff for programs for the Army. Currently, Byrnes is serving as assistant vice chief of staff.

Army National Guard Col. Kerry G. Denson has been nominated for promotion to brigadier general. Denson presently is serving as deputy adjutant general, Wisconsin Army National Guard, in Madison, Wis.

Army National Guard Col. William W. Goodwin also has been nominated for promotion to brigadier general. Goodwin currently is serving as chief of staff, Texas State Area Command, Austin, Texas.

Air Force Maj. Gen. John R. Baker has been assigned as assistant deputy chief of staff for Air and Space Operations. Currently, Baker is serving as director of Joint Matters, for the deputy chief of staff of Air and Space Operations.

Air Force Maj. Gen. John H. Campbell has been nominated for promotion to lieutenant general with continuing assignment as associate director of Central Intelligence for Military Support.

Air Force Maj. Gen. John D. Hopper has been nominated for promotion to lieutenant general with assignment as vice commander of the Air Education and Training Command, headquartered at Randolph Air Force Base, Texas. Presently, Hopper is serving as commander, Twenty-first Air Force, Air Mobility Command, McGuire Air Force Base, N.J.

Navy Rear Adm. (Lower Half) (Sel.) Nancy E. Brown is being assigned as deputy director and fleet liaison for space, information warfare, command and control, N6B, OPNAV. Brown currently is serving as deputy director, White House Military Office.

Navy Rear Adm. (Lower Half) (Sel.) Richard J. Maudlin is being assigned as commander, Task Forces, Navy and Marine Corps Intranet. Currently, Maudlin is serving as deputy director and fleet liaison, for space, information warfare, command and control, N6B, OPNAV.

President Clinton has named Daniel P. Burnham chairman of the president's National Security Telecommunications Advisory Committee. Burnham is chairman and chief executive officer of Raytheon Company.

Air Force Brig. Gen. Simon P. Worden is being assigned as deputy director for Operations (J3), at Headquarters, U.S. Space Command, Peterson Air Force Base, Colo. Presently, Wordon is serving as deputy director, Command and Control, deputy chief of staff, Air and Space Operations.

Stan Z. Soloway has been named president of the Professional Services Council, located in Arlington, Va. Soloway is the undersecretary of defense for acquisition reform and director, Defense Reform Initiative.

Industry

TASC Inc., a subsidiary of Litton Industries, located in Chantilly, Va., has announced that Vice President K. Stuart Shea has been appointed director of the company's Information Management Strategic Business Unit. Shea will be responsible for growing the company's systems and software development and integration business.

Willard Shinn has been appointed general manager of Day Zimmermann Mason & Hanger's Kansas Army Ammunition Plant, in Parsons, Kan. Most recently, Shinn was director of quality and technical services at the Kansas facility.

Computer Sciences Corporation, of El Segundo, Calif., has selected retired Air Force Lt. Gen. William J. Donahue to direct a business unit that consolidates aerospace programs, range operations and Air Force support business.

Michael J. Dupree has rejoined General Dynamics Land Systems as director of international business development. Dupree most recently was responsible for international business development for combat systems and offset at General Dynamics corporate headquarters, in Falls Church, Va.

William Garvey has been named editor-in-chief of Business and Commercial Aviation and A/C Flyer magazines, headquartered in Rye Brook, N.Y. Prior to his new position, Garvey worked for Aviation Week Productions, the television and video unit of the magazines' parent company, where he served as managing editor/producer.

Hughes Space and Communications (HSC) Company, in El Segundo, Calif., has named three people to new positions. Joseph M. Desarla has been given the position of executive vice president of HSC. Alexis Livanos will succeed DeSarla as senior vice president of operations. Concurrently, Ronald C. Maehl was promoted to senior vice president for business development.

Garrick J. Solovey has been appointed chief executive officer of WPI, a Virginia Tech Affiliated Corporation, headquartered in Blacksburg, Va. WPI conducts independent, third-party analysis and scientific investigation.

Lear Siegler Services, Inc., of Annapolis, Md., has appointed Miguel A. Montanez to the position of director of information technology. Montanez will be responsible for overseeing applications development, operational support of business applications, management of network infrastructure, technical customer support, design and selection of new technology standards and procedures.

David Lillington has been named president of Spectrolab, Inc., of Sylmar, Calif. Most recently, Lillington was vice president of solid state products.

Northop Grumman Corporation's Integrated Systems Sector has chosen John Mazach, Vice Adm., USN, (Ret.) as vice president and Integrated Product Team leader of the new firm's Aircraft Product Support and Services organization, in Bethpage, N.Y. Mazach joined Northrop Grumman in 1999, after serving in the Navy.
