BRAIN PLANS RUN AGAINST FEUER FOR COUNCIL SEAT.

Sherman Oaks real estate broker Jeff Brain plans to formally announce today that he will challenge City Councilman Mike Feuer in the April 1997 election for the 5th Council District.

Brain, who finished fourth in a four-person vote in the 1995 primary, said Feuer has done a poor job of representing the council district that extends from Sherman Oaks to West Los Angeles

``I think there's tremendous dissatisfaction with Mike Feuer through his first year,'' Brain said. ``I think I can do more and better for the community.''

Brain faulted Feuer for his vote to scale back the buildup of the police force and for voting to oppose legislation by Assemblywoman Paula Boland which would have made it easier for the San Fernando Valley San Fernando Valley

Feuer reacted to the news that his first challenger has emerged by saying he is looking forward to the campaign.

``I'm very proud of my accomplishments, and I think my constituents are, too,'' Feuer said.

He served on the Los Angeles City Council from 1975 until 1994, when he was elected to the Los Angeles County Board of Supervisors. He was preceded in both offices by Edmund D. Feuer has chaired the council's Rules and Elections Committee, where he has pushed for ethics and charter reform.

Brain, 37, is a real estate broker and consultant who has headed a citizens advisory panel overseeing the Ventura Boulevard Specific Plan.
