 as an issue in the race for the 5th District Council seat, with challenger Jeff Brain endorsing an initiative to create an elected commission with power to put reforms directly to the voters.

Brain, formally announcing his candidacy for the seat held by Councilman Mike Feuer, said competing charter reform proposals will be a central issue in the race for the April 1997 primary.

Riordan is leading a drive to put an initiative proposal on the ballot in April of 1997 to create an elected commission whose charter-reform recommendations would go directly to voters.

 believe that charter reform coming out of City Hall, with City Council people appointing, is going to result in true charter reform,'' Brain said. ``We've seen the history of that. So it is an issue.''

Brain said he would specifically change the charter to give more control to different parts of the city, noting that each council district represents 250,000 people.

Feuer has also called for more local control.

Feuer won election last year to represent a council district that stretches from Studio City and Sherman Oaks to West Los Angeles
