BOTTLE VILLAGE BACKERS' SPIRIT UNBROKEN : PANEL PLANS APPEAL OF FEMA'S ABOUT-FACE ON EARTHQUAKE FUNDING.

Vowing to pursue their dream to resurrect Bottle Village, advocates said Wednesday that they will appeal last week's decision to rescind To declare a contract void—of no legal force or binding effect—from its inception and thereby restore the parties to the positions they would have occupied had no contract ever been made.

He blamed political maneuvering - particularly by City Councilwoman Andi Webb and GOP Congressman Elton Gallegly Elton W. ``Whenever politics is added to the mix, it's more difficult to be treated fairly,'' he said.

 announced Friday that it was rescinding the $505,000 grant because Bottle Village has been closed to the public since 1984. Federal officials also raised questions about how much damage the Cochran Street landmark had sustained in the Northridge Earthquake The Northridge earthquake occurred on January 17, 1994 at 4:31 AM Pacific Standard Time in the city of Los Angeles, California. The earthquake had a "strong" moment magnitude of 6. .

But Paul said Bottle Village had been open, by appointment, several weekends from 1991-93. In addition, various groups have arranged visits to the site.

``And if people came to our gates, provided anyone was here, they were allowed access to the site,'' Paul said. ``That was no secret.''

The grant had outraged some local officials, who questioned the propriety of granting money to a project whose value they questioned while many homeowners whose property sustained damage got little or no help from the federal agency.
