Michelle Koetke, chairwoman of the group, was not available for comment.

``Yet again, the Dos Vientos developers have put residents' health at risk,'' Koetke wrote in the letter to the City Council. ``There are huge stockpiles of debris right against homes at the fence where the 12 percent grade Borchard Road begins.

``The famous Two Winds, as in Dos Vientos, are fierce at certain times of the day,'' she wrote. ``Small children on Los Vientos are threatened by clouds of dust that might carry Valley Fever valley fever: see coccidioidomycosis. , among other viruses.''

Nelson said the city would continue monitoring the situation and would require different construction practices if dust became an issue.

``We are inspecting the work and if there is a dust condition we would have the developer put water on the surface to contain any dust,'' he said.
