BORCHARD EXTENSION TERMED UNSAFE STUDY PERFORMED FOR ROADWAY CRITIC.

``This just confirms that Borchard Road has been a fiasco since Day One,'' said Masry, a lawyer who proposed a live televised debate featuring himself and his hired engineer vs. city engineers and staffers.

The extension opened about four weeks ago. Local police said about 10 citations have been issued since then - two for speeding and several others for overweight cargo.

The study by Masry's consultant finds:

--The signal, which is timed to turn red for vehicles descending at speeds nearing 50 mph and greater, will actually promote speeding as drivers try to ``beat'' the light.

Nelson said such concerns are valid at any intersection. ``If people choose to (speed up) on any street, you'll have less than safe conditions.''

--The one-lane road for descending vehicles will cause excessive traffic problems and promote rear-end crashes.

``One lane is all that's needed for our estimate of traffic volume,'' Nelson said.
