BORCHARD EXTENSION'S OPENING POSTPONED.

The 1.4-mile extension, disputed because of its 12 percent grade some worry is too steep, connects Dos Vientos Ranch ranch, large farm devoted chiefly to raising and breeding cattle, horses, sheep, and goats. The cattle ranch was introduced from Latin America to Texas and the plains of the W United States and Canada.  to Newbury Park and provides a second major access route for the 2,350-home development under construction.

The equipment is part of $563,200 in traffic devices the city began installing this summer to slow down traffic on the road marked with 40 mph signs.

Nelson anticipates the roadway will open by next Wednesday or Thursday even though the sidewalks and landscaping won't be completed.

The city already has accepted ownership of the road from the Dos Vientos developers, and city officials maintain it will be safe.

``The road has been looked at by traffic engineers and has been determined to be safe,'' Nelson said.

Residents living on Los Vientos Drive, however, still expressed concerns with the road despite the traffic safety devices.

``It's a Band-Aid,'' said Milan Svitek. ``If (the city) believed that it was safe, why are they spending a half-million dollars?''

Svitek also said the roadway was not designed for the posted speed limit but a faster speed of 55 to 60 mph, which means drivers will be hitting their brakes all the way down from Dos Vientos.

 said his long-range concerns with the road is when Dos Vientos Ranch is completed, expected in five years, and the full impact of traffic is realized.

``I don't have doubts that all the mechanical devices will function as they are supposed to, but I doubt that technology will solve the problem of the speed of cars on the road,'' said Nelson, who said the city should have conducted a study to see if the equipment was the appropriate measure.

``If it turns out to work fine we all will be happy,'' he said. ``But we don't know Don't know (DK, DKed)
