BOOK NOTES.Byline: The Register-Guard Library conference keynote open to public Eugene hosts the Pacific Northwest Library Association's annual conference this weekend at Valley River Inn, and the keynote address on Wednesday is free and open to the public. The address is at 7 p.m. at Valley River Inn. There will be two speakers: Esther Stutzman, a Native American storyteller, and Shannon Applegate, author of ``Living Among the Headstones'' and ``Skookum: An Oregon Pioneer Family's History and Lore.'' The two often collaborate with tales from American Indian and pioneer perspectives. The conference runs Wednesday through Saturday and is expected to draw 200 librarians, administrators and others who work with libraries. Attendees come from from Oregon, Washington, Alaska, Montana, Idaho and Alberta, Canada. On the agenda are topics as technology, teen reading and fundraising. Readings and signings TODAY Kenny Moore - The author will be signing copies of his book, ``Bowerman and the Men of Oregon,'' about former University of Oregon track coach and Nike co-founder Bill Bowerman, 2 p.m., J. SATURDAY Jessica McBurney-Lin - The California author will read from and sign her new novel, ``My Half of the Sky,'' which tells the story of a young woman in modern China who aspires to fulfill Mao's dictum: ``Women hold up half of the sky,'' as she struggles to find her own identity and love. 4:30 p.m., Books Without Borders, 199 W. Eighth Ave. 284-2838. Out of Town FRIDAY Judith Berg and Genie Papas - Berg will sign her book ``The Otter Spirit: A Natural History Story'' and offer a display about river otters.
