BOOK NOTES.Byline: The Register-Guard Author of book about Oregon hangings in town Oakland author Diane Goeres-Gardner will make three appearances in Eugene this week to discuss and sign ``Necktie Parties,'' her history of legal executions in frontier Oregon. The retired school administrator was researching her family tree when she ran across an 1882 newspaper account of a public hanging. Fascinated, she tried to find a book about such practices.
