Three technicians, one wearing a protective suit, were at least 300 feet away from the device when it exploded, said arson-explosives Sgt. Donald Shivley.

``We have to remain in safe positions all the time,'' said Shivley. ``We were behind a safety shield when it exploded.''

Officials are unsure how the bomb got into the aqueduct, recently drained for routine cleaning, or how long it had been there.

``It may have been there and just now discovered since they drained the aqueduct,'' Shivley said. ``Or someone may have thrown it out their car window as they were driving by. We just don't know Don't know (DK, DKed)
