BOEING PLEASED WITH BIDS CITIES HOPE TO LAND MAJOR 7E7 CONTRACT.

Byline: Jim Skeen and Felix Sanchez Staff Writers

Ten California cities are pitching a mix of tax credits, abundant space, even good weather as reasons the Boeing Co. should select them for a factory to build the proposed 7E7 passenger jet.

``We are very pleased with the enthusiastic response we have received from states interested in being considered,'' said Mike Bair, a Boeing senior vice president.

Friday was the last day for cities and states to apply to Chicago-based Boeing for the assembly plant, which carries a multibillion-dollar economic impact. Boeing plans to build up to 3,000 7E7 Dreamliners over a 30-year period, starting in 2005. The program is expected to create 800 to 1,200 direct jobs and as many as 5,000 support jobs.

While Boeing is keeping secret all details of who has applied for consideration, 15 to 20 proposals from across the country are believed to have been filed.

Palmdale's enterprise zone and millions of dollars in state tax credits figure prominently in the city's bid. Coupled with the city of Los Angeles

The California bids are up against those from Washington state, which was Boeing's headquarters until 2001, and Texas, which actively courted Boeing when the company was considering leaving Seattle. Other states reportedly submitting bids include Alabama, Arizona, Florida, Georgia, Indiana, Illinois, Mississippi, Missouri, New Jersey, New Mexico New Mexico, state in the SW United States. The trade and commerce agency has forwarded the application packages to Boeing, which will be using McCallum Sweeney Consulting Inc. in South Carolina to narrow down the entire list of applicants to a final few. A Boeing 7E7 site selection team will analyze each of the finalists and likely will announced a choice by the end of the year.

``Our chances are as good as any other community's,'' said Danny Roberts, assistant executive director of Palmdale's community redevelopment agency. ``If Washington wasn't in the race, I'd say our chances were pretty good.''

Applications must meet a set of criteria published by Boeing in May in order to remain in consideration, Bair said.

Jason Kimbrough with the technology trade division expects the short list of finalists to emerge in about four to six weeks.

On Friday, at least one critic emerged, saying that the state should have decided to put its backing behind only one California site instead of diluting its chances with 10 candidates.

Bill Schultz, president of UAW (spelling) UAW - Misspelling of "IAW"?  Local 148, which represents C-17 and 717 assembly plant workers at two Boeing facilities, said Long Beach is the obvious candidate for the 7E7 plant because of experienced workers, deep-water ports, rail systems and 10,000-foot runway at Long Beach Airport.

The Boeing 7E7 would be the first all-new jet assembled by Boeing since the Boeing 777 in 1995. It would seat between 200 and 350 passengers in a twin-aisle configuration. Its range would be from 7,200 to 8,000 nautical miles.

If Boeing decides to go ahead with assembly - it has proposed but then abandoned plans for planes in the recent past - it would start work in 2005, with market entry in 2008.
