BOB HOPE CURFEW TALK RE-KINDLED OFFICIALS PUSH FOR NEW NOISE STUDY.

BURBANK - Bob Hope Airport Bob Hope Airport (IATA: BUR, ICAO: KBUR, FAA LID: BUR) is a regional and national airport located in Burbank, California, United States.

Part 161 came about after Congress passed the Airport Noise and Capacity Act of 1990. It was intended to prevent airports from imposing additional noise rules while also requiring airlines to phase out older, noisier planes with quieter jets.

Airlines agreed to undergo the expensive upgrades, but on the condition that airports be prevented from imposing curfews. Part 161 was built into the rules as a way for airports to try to make a convincing case that a curfew is warranted.

Airport officials are revisiting the 161 study more than a year after an earlier draft was rejected by the FAA, which said it failed to provide ``substantial evidence'' that a curfew was needed.

``This proposal would not be consistent with the statutory requirements that a restriction be reasonable, nonarbitrary and nondiscriminatory,'' wrote Victoria Catlett with the FAA's Airport Planning and Programming office in a letter dated May 19, 2004.

But she also wrote, ``Any changes to your analysis, and more complete Part 161 documentation, could affect our comments.''
