Keppel trustees asked for more information before voting on parents' plan to establish a self-governing school which could create its own academic programs without adhering ADHERING. Cleaving to, or joining; as, adhering to the enemies of the United States.

``They need to say what they have and how it's going to work,'' Superintendent Jean Fuller said. ``They had a philosophy and goals, but they didn't have policies, procedures, regulations and permits.''

The Keppel Union School District board at its meeting Thursday requested more details from the parents and will meet with them again in about a month.

``They will contact us when they think they have everything together,'' Fuller said.

``I see it as an opportunity for kids to excel,'' said Stephanie Montgomery, one of the parents involved in the effort. ``For kids who need extra help, it would give the time and the help that they need.''

Before proceeding with the charter school, the parents need approvals from the Keppel board and the state Board of Education.

Under a 1992 state law, the charter concept allows schools to experiment with different administrative and educational approaches. A new school develops its own charter, with district approval, which frees the new school from following most education regulations and policies.

The law placed a limit at 100 schools, but the state Board of Education has been granting waivers to get around the limit, officials said. As of March, there were 109 approved charter schools in California California (kăl'ĭfôr`nyə), most populous state in the United States, located in the Far West; bordered by Oregon (N), Nevada and, across the Colorado River, Arizona (E), Mexico (S), and the Pacific Ocean (W).  with an enrollment of 36,308 students.

Under the plan for Keppel's charter status, the school would have two teachers and four ``facilitators,'' instructors who are near acquiring their teaching credentials A United States teaching credential is a basic multiple or single subject credential obtained upon completion of a bachelor's degree and prescribed professional education requirements. , parents said.

The school would be in Littlerock in a vacant residence converted into a school in the 9800 block of East Avenue Q-4.
