BMDO Consolidates Contracts at Joint National Test Facility, Expands Scope of Work for TRW.

COLORADO SPRINGS, Colo.--(BUSINESS WIRE)--March 1, 1999--The Ballistic Missile Defense Organization (BMDO) awarded a $47 million contract modification to TRW (NYSE: TRW) for operations and maintenance responsibilities at the Joint National Test Facility (JNTF). For the past four years, TRW has been the prime contractor for research and development at the JNTF, located at Schriever Air Force Base.

Known as the Consolidated Research and Development Contract (CRDC), this recent modification combines the two major JNTF contracts into one, with TRW as the prime contractor. Lockheed Martin and its contractor team, who previously performed under the separate operations and maintenance contract, will remain on the TRW team as subcontractors.

"The consolidated contract allows the government to reduce its interfaces and remove itself from an integration role," said Dale Gardner, TRW CRDC program manager. "It gives TRW control over the resources to best support the JNTF's commander and his staff, in accomplishing JNTF missile defense missions."

TRW will continue to be responsible for the development, integration, test, and sustainment of local and distributed forms of high-fidelity modeling and simulation capabilities. The company will also be responsible for the application of these modeling and simulation tools in the support of planning, analysis, and execution of technology demonstrations, joint exercises, and integrated system-level tests to a wide variety of government and government-sponsored users. Additional responsibilities as a result of the contract modification include operation and maintenance, engineering, support services, and facility management.

CRDC is a flexible, delivery-order based contract intended to serve the needs of multiple users and customers of the JNTF, including BMDO (its primary customer), U.S. Air Force, and other joint DoD customers. The cost-plus-award-fee contract was initiated on Feb. 1, with 25 delivery orders in effect for the facility's advanced modeling, simulation, test and analysis capabilities. This contract modification and options could extend TRW's work at the facility through the year 2002.

TRW's CRDC team comprises 600 employees from 17 companies and two universities to meet the diverse requirements of CRDC's customers. Subcontractors include BCSi, Boeing, COACT, GTE, Harris, ITT Industries, L3 Communications, Litton/PRC, Lockheed Martin, Metron, OAO, Raytheon, SPARTA, SRS, Sterling Software, TBE, New Mexico State University, and the University of Alaska Fairbanks.

Built in 1988 and operated by BMDO, the Joint National Test Facility is one of the Department of Defense's premier modeling and simulation centers. Under the command of Capt. John Hammerer Jr., U.S. Navy, the JNTF supports the development and deployment of national and theater ballistic missile defense systems with computer modeling and simulation as well as test, evaluation, and analytical expertise. The facility links DOD sites around the nation, allowing geographically dispersed centers to engage in shared theater and national missile defense command and control simulations.
