BLUE MOON A TREAT FOR HALLOWEEN.

As trick-or-treaters celebrate tonight, they might want to look up in the sky for a rare Halloween full moon while keeping their heads out of the clouds and on alert in the wake of terrorist attacks, officials said.

Police are advising a jittery public to follow the typical - but often forgotten - guidelines guidelines,
