BLUE CROSS OF WESTERN PENNSYLVANIA ISSUES STATEMENT IN RESPONSE TO U.S. DEPARTMENT OF JUSTICE'S OPPOSITION TO FAIR-PAYMENT PROVISION

 PITTSBURGH, Sept. 9 /PRNewswire/ -- Upon reviewing the September 9 news release issued by the U.S. Department of Justice regarding Blue Cross of Western Pennsylvania's Fair-Payment provision currently under review by the Pennsylvania Insurance Department, Blue Cross offers the following statement:
 We strongly disagree with the Department of Justice position. Their comments are contradictory to President Clinton's health care reform goals, and do not take into account the unique nature of the health care system in Western Pennsylvania -- and the efforts of Blue Cross to make affordable health care benefits available to all segments of the community.
 The Fair-Payment issue should be looked at in terms of sound public policy and the savings that will be realized by 2.8 million Blue Cross subscribers.
 The overriding issue is controlling health care costs, and eliminating excess and overcapacity in the system. The Fair-Payment provision should be approved in order to protect our customers against the cost-shifting efforts of some hospitals.
 We remain firm in our position. If Blue Cross customers represent the largest volume at a given hospital, then they should receive the best price.
