At City Hall, some 200 gardeners favoring the moratorium and a like number of residents wanting to keep the ban packed the council chambers in a debate that pitted different parts of the city against one another. ``Most of the letters I get from people who want to keep the ban come from the 310 area code,'' said Councilman Mike Hernandez. ``I live in the 213 area code.''
