Israel said it would not negotiate and army chief General Dan Halutz (Hebrew: דן חלוץ said "nothing is safe" in Lebanon until the two men are free. One Israeli spokesman claimed Hezbollah planned to move the two hostages to Iran. Russia, France and the European Union accused Israel of a disproportionate response to the kidnappings.
