 Valley's redevelopment zone, called the Merged West End and Tapo Canyon Community Development Project area, has grown to 1,800 acres since it was established in 1980, Gabler said.

The city's redevelopment agency can invest in projects within areas that the council declares blighted and in need of rehabilitation rehabilitation: see physical therapy. .
