On Monday, the California Independent System Operator, which manages the state's power grid, had declared first a Stage 1 emergency in the morning in which customers are asked to voluntarily reduce their energy use. By midafternoon, a Stage 2 alert was called in which customers reduced their power in exchange for lower rates.

Those methods appeared to be working, but late in the afternoon, Edison couldn't rule out the need for rotating blackouts -- a Stage 3 emergency.

These moves came as the National Weather Service posted yet another excessive heat warning that lasted from 10 a.m to 7 p.m. as the temperature climbed to 110 degrees. Clouds rolled in but offered no relief, making things only worse as humidity gripped the region.
