``Our concern is the process is under a cloak of secrecy,'' said the Rev. Lewis E. Logan II, pastor of Bethel AME See AIT.  Church. ``We want accountability as to where this investigation is.''

LAPD Inspector General Andre Birotte and Police Commission President David Cunningham sought to reassure the crowd the investigation is being conducted appropriately.

``There's no denying the righteous indignation, but if there were no rules or procedures, we'd have chaos,'' Cunningham said.

Devin was fatally shot about 4 a.m. Feb. 6 after he backed a stolen car toward officers after a brief chase. The department has since changed its policy to prohibit an officer from shooting at a moving vehicle unless someone in the car is firing a weapon.

Officer Steven Garcia, who fired the fatal shots, has been assigned to desk duty in Newton Division, officials said.

Community leaders told commissioners they were underestimating the level of anger, especially since no disciplinary action has been taken against Garcia.
