(BJP) has said that if voted to power it would execute Afzal Guru, convictedin 2001 attack on the Indian Parliament. BJP's chief ministerial candidate Vijay Kumar Malhotra Vijay Kumar Malhotra was born on December 3, 1931 in Lahore. He is currently a member of parliament (14th Lok Sabha) from the South Delhi constituency in New Delhi. He belongs to the Bharatiya Janata Party. This is Malhotra's 4th term in the Lok Sabha. said this while releasing the party's election manifesto along with other leaders on Tuesday (November 18) for the Delhi state assembly polls. Malhotra blamed the state's ruling Congress party for delaying the execution of Afzal Guru. "The President has to decide but the file is with Sheila Dikshit government for past two years. She has not initiated any action on it. All 70-assembly seats of Delhi will go to polls on November 29 and counting of votes will take place on December 8. The assembly elections in Delhi and five other states are expected to be a run down to the forthcoming general elections in early 2009 that would test the political temperature.
