BILL WOULD DOUBLE FINES ON HIGHWAY.Byline: Jim Skeen Daily News Staff Writer A bill to double the fines for traffic violations on Highway 138 cleared the state Senate on Thursday and now heads to the Assembly. Senate Bill 155, approved by a 28-2 vote, designates Highway 138 from the Four Points intersection in east Palmdale to Interstate 15 in San Bernardino San Bernardino, city, United States San Bernardino (săn bûr'nədē`nō), city (1990 pop. 164,164), seat of San Bernardino co., S Calif., at the foot of the San Bernardino Mts.; inc. 1854. County as a ``safety-enhancement double fine zone.'' Under the bill, the doubling of fines would be in effect until 2004. Warning signs would be placed notifying motorists they were entering a double fine zone. ``Highway 138 is a deathtrap death·trap n. 1. An unsafe building or other structure. 2. W.J. ``Pete'' Knight, R-Palmdale, the bill's author. ``Our ultimate goal is to widen 138, but that will take some time, so until then, we need SB 155 to discourage people from driving dangerously on Highway 138.'' Twenty-four people have died on the highway between Palmdale and the San Bernardino County line in the past three years, and 34 since 1993, prompting some to call it ``blood alley.''
