A bill that would make 5-year-olds born after Sept. 1 wait a year to enter kindergarten kindergarten [Ger.,=garden of children], system of preschool education. Runner, a private school administrator, said experts believe California California (kăl'ĭfôr`nyə), most populous state in the United States, located in the Far West; bordered by Oregon (N), Nevada and, across the Colorado River, Arizona (E), Mexico (S), and the Pacific Ocean (W).  students are at a disadvantage because, on average, they start school younger than most of their peers nationwide.
