Caltrans has not yet responded to that request, which was supported by the cities of Palmdale and Lancaster.

There are car-pool lanes in Northern California Northern California, sometimes referred to as NorCal, is the northern portion of the U.S. state of California. The region contains the San Francisco Bay Area, the state capital, Sacramento; as well as the substantial natural beauty of the redwood forests, the northern  that allow all traffic during nonpeak hours, but none operate that way within Caltrans' District 7, which includes the Antelope Valley Freeway.

Caltrans officials have expressed concerns that such a change in operation would require additional signs and might cause confusion for motorists.

``Right now we are evaluating whether this is feasible,'' said Caltrans spokeswoman Margie Tiritilli.

Runner's bill does not specify the hours during which the car-pool lanes would be opened to all traffic. Local officials have suggested including weekends and midday hours, when traffic is lighter than during commuting times in mornings and evenings.

Runner said allowing motorists to merge in and out of a car-pool lane whenever they choose would let travelers get around slower moving vehicles in the car-pool lane.

At present, motorists must wait for marked breaks in the car-pool lanes, and those are several miles apart.

Caltrans opened a car-pool lane in each direction of the Antelope Valley Freeway between Sand Canyon Road and Escondido Road in September. The $30 million project took three years to complete.

Caltrans is planning to add 18.9 miles of car-pool lanes to the freeway from Escondido Canyon Road to Pearblossom Highway.

Plans also call for adding car-pool lanes from the Interstate 5 interchange to San Fernando Road San Fernando Road is a major street in the city and county of Los Angeles.
