The bill, AB 2666, must clear the Assembly by May 31 and be signed by the governor by Aug. 30 if it is to become law this year. The legislation calls for the district to be governed by a seven-member board, with two members each from the county, Lancaster and Palmdale. The seventh member would be selected by the other board members. The district would require $334,160 in start-up costs, according to a consultant's report.
