, Farrell said the Big West will expand from 12 to 16 schools if two of the new members carry I-A football programs. Only then will conference leaders consider inviting universities with lower level or no football teams.

``Since 1978, all the decisions made by the conference were based primarily on football,'' Farrell said.

Northridge is a member of the Big Sky Conference and is not actively pursuing membership in the Big West. However, the possibility of joining the latter conference was raised on campus after administrators cut four men's teams in June.

Neither option presented by Farrell looks feasible for Northridge. In order to upgrade its football program, the university must build a 30,000-seat stadium or guarantee a home-game average of 17,000 paid fans during its first four years in I-A. CSUN's football stadium has 7,500 capacity.
