BI ANNOUNCES ILLINOIS PROGRAM EXPANSION

 BOULDER, Colo., April 15 /PRNewswire/ -- BI Inc. (NASDAQ-NMS: BIAC), the industry leader in electronically monitored systems for corrections, today announced that its wholly owned subsidiary, BI Monitoring Corp. has been awarded a significant expansion of their existing contract with the Illinois Department of Corrections to monitor parolecs in its home detention program. Illinois' state home detention programs now monitor 1,300 offenders. That number is expected to grow substantially as several Illinois counties add and/or expand their programs to include the monitoring of defendants awaiting trail as well as parolees and early release candidates.
 "Illinois is a key account with substantial recurring revenue potential for BI," said BI's vice president of sales, Richard L. Willmarth; "BI's home detention systems have been used by the state of Illinois for three years. Today's expansion of Illinois' electronic monitoring contract with BI signals their satisfaction with our performance at a time when they are deliberately expanding their home detention programs."
 Illinois' decision to expand their electronically monitored home detention programs as a cost effective alternative to incarceration is timely in light of remarks made on April 6, 1993, by newly appointed U.S. Attorney General Janet Reno to her staff. "We cannot respond to violence in American streets with a demagogic promise to build more jails and put all the criminals away." Instead, she called for using the limited resources at all levels of government, "to put the real criminals away while providing alternative sanctions for those people who are going to be coming back to the community anyway in a fairly short time."
 BI originated electronic monitoring products and services used as alternatives to incarceration. To date, BI has shipped more than 35,000 units and provides services or products to more than 700 customer accounts, maintaining a 70 percent national market share in the electronically monitored home detention products industry, and a 45 percent national market share in the offender monitoring services industry.
