The task force, formed by the Manhattan Institute The Manhattan Institute for Policy Research is a self-described "free market think tank" established in New York City in 1978, with its headquarters on Vanderbilt Avenue in Midtown Manhattan.  for Policy Research, is chaired by Robert Goldberg, PhD, Director of the Institute's Center for Medical Progress.
