BERNSON ASKS CITY TO PAY $225,000.

Bernson, who was involved in a Valley separation movement some 20 years ago, made the motion and said the city has to provide the money to keep faith with the more than 131,000 voters who signed petitions for Valley Voters Organized Toward Empowerment.

``The people are demanding we do this and we should abide by their wishes,'' Bernson said.

The state contribution is expected to cover 80 percent of the cost of the study to be conducted by the county's Local Agency Formation Commission.

It is not certain what the fate of the city spending proposal will be when it gets before the full City Council.

A Daily News survey of council members this week showed a majority had yet to take a position on the issue.

Bernson's proposal will be considered by a special City Council committee, chaired by Councilwoman Cindy Miscikowski, who said she hopes to have a meeting within two weeks.

Miscikowski, who seconded Bernson's motion, said she wants some clarification on how the money will be used and assurances about the type of information that will be developed as a result of the city's outlay.

``I want to make sure that this is not just what the city would routinely provide,'' she said, ``and if we will be reimbursed for any extraordinary costs the city will face.''
