 PROVIDES OPPORTUNITIES FOR MINORITY CONTRACTORS
 ATLANTA, May 7 /PRNewswire/ -- A long-term agreement between minority-owned H.J. Russell Construction Company and BellSouth Telecommunications will provide opportunities for minority construction contractors throughout the Southeast.
 The agreement establishes an ongoing communications and planning process that will benefit both companies. In addition, where other economic factors are equal, it gives H.J. Russell Construction preference on negotiated building construction contracts for BellSouth Telecommunications in those locales where H.J. Russell's operates.
 Negotiated contracts are those not put out for bids due to factors such as short time frames and specialized construction skills. The majority of BellSouth Telecommunications' construction contracts are awarded on a bid basis.
 As a part of the new agreement, H.J. Russell Construction will identify and subcontract with minority construction contractors throughout the nine-state BellSouth region. In addition, H.J. Russell Construction is in a position to provide these businesses with assistance and training in such areas as estimating, cost control, accounting and mechanization.
 "Providing assistance to minority vendors is an important part of this agreement," said BellSouth Telecommunications Chairman Frank Skinner. "The economic health of our cities is a concern we all share. Expanding our supplier base through our Small, Minority and Business Women's Enterprise Program can have a positive economic impact on everyone in these communities."
 H.J. Russell Construction Company, Inc. is an affiliate of H.J. Russell & Company, which was founded in 1952 and is the fourth-largest black-owned company in the industrial and service arena, according to a recent report by Black Enterprise Magazine. It also has a solid minority and women's business development program in place.
 "We feel we're well-positioned to help BellSouth Telecommunications expand its support of businesses owned by minorities and women," said Herman J. Russell, chief executive officer of H.J. Russell & Company.
 "There are a lot of competent contractors out there and, with our expertise and experience, we can provide these small businesses with some valuable professional development," Russell said.
