BELL ATLANTIC NYNEX MOBILE TO DEPLOY BLACKBIRD(TM) PLATFORM AND PRETECT(TM) FRAUD PREVENTION SYSTEM FROM CELLULAR TECHNICAL SERVICES.DALLAS--(BUSINESS WIRE)--MARCH 25, 1996--BELL ATLANTIC NYNEX MOBILE and CELLULAR TECHNICAL SERVICES COMPANY, INC. (NASDAQ/NM Symbol: CTSC CTSC - Cathepsin CTSC - Chenega Technology Services Corporation CTSC - Clustered Tunnel Server Configuration CTSC - Community Treatment and Services Center CTSC - Countrywide Tax Service Corporation) ("CTS") today announced they will deploy CTS's Blackbird(TM) Platform and PreTect(TM) fraud prevention system, which uses radio frequency "fingerprinting" technology, in Bell Atlantic NYNEX Mobile markets. Bell Atlantic NYNEX Mobile is currently installing the CTS products in its New York market under an interim agreement. Concurrently, both parties are negotiating a definitive master purchase and license agreement, which will ultimately determine the size and scope of an anticipated greater deployment. "We are confident this new system will help add another block to the protective wall we're building to safeguard our customers," said Dick Lynch, Executive Vice President and Chief Technology Officer for Bell Atlantic NYNEX Mobile. "By adding the Blackbird(TM) Platform and PreTect(TM) to its arsenal, Bell Atlantic NYNEX Mobile will gain a significant advantage for both itself and the industry in effectively attacking fraud before it happens in both home and roaming markets," said CTS President Bob Dahut. "Also, as our goal is to be recognized as the premier vendor of wireless fraud prevention systems, we are very excited by the opportunity to work with Bell Atlantic NYNEX Mobile and finalize a definitive agreement for the use of the CTS products and CTS's real-time roaming protection service. In furtherance of this goal, we continue in discussions and negotiations with other major carriers for additional deployment of the Blackbird(TM) Platform and related products including adding carriers to our nationwide real-time roaming fraud protection service network," Dahut further stated. PreTect(TM) uses patented signal processing or radio frequency "fingerprinting" technology to accurately distinguish between legitimate customers and counterfeit users on a pre-call basis. This system captures information from the cellular phone call at the cell site, before it enters the service provider's system, and compares it to valid data. PreTect(TM) can then automatically intercept and shut down a call if a proper match is not made. CTS's real-time roaming protection service provides seamless real-time roaming protection between markets using the Blackbird(TM) Platform and PreTect(TM) application.
