At the same time, Chick and Councilman Mike Feuer said they would support the panhandling measure when it goes to council with its tough penalties against those who abuse people from whom they are seeking money.

``There is something wrong with behavior that threatens people,'' Feuer said. ``There is a deeper question over what has been done to curb homelessness, and the answer is not enough. But this is about behavior that should not be allowed.''

The measure would combine a number of existing laws against touching, harassing, abusing or following a person by panhandlers. It would add to the law prohibitions on asking for money from people when they are at an ATM, in lines waiting to go into theaters or coming into traffic.
