BEATING SETTLEMENT APPROVED; L.A. BRUTALITY VICTIM TO RECEIVE $300,000.

The City Council has approved a $300,000 settlement in a police beating lawsuit that left a man with a fractured face, arm and ankle.

A jury in July awarded Hector Villalobos $134,000 in compensatory damages A sum of money awarded in a civil action by a court to indemnify a person for the particular loss, detriment, or injury suffered as a result of the unlawful conduct of another.  but didn't decide on punitive damages Monetary compensation awarded to an injured party that goes beyond that which is necessary to compensate the individual for losses and that is intended to punish the wrongdoer.  or lawyer's fees.

Minutes after the verdict, the city offered to settle the case for $300,000. The City Council approved the deal Friday.

Officers Salvatore Flamenco and Celestino Villatoro beat Villalobos after he fled from a truck the officers attempted to stop for illegally tinted windows. Villalobos suffered fractures to his face, left arm and ankle.

, Villalobos had asked two acquaintances for a ride to the drugstore on Feb. 2, 1990. When Flamenco tried to stop the truck, which was loaded with stolen stereo equipment, the truck driver sped off.

The truck finally stopped and Villalobos fled on foot, Beck said.

Villalobos didn't know what was happening and was afraid of being hurt, Beck said.

Villalobos, who doesn't speak English, was kept in the hospital jail ward for 22 days before realizing where he was and posting bail.

A previous jury acquitted Villalobos of battery on an officer and possession of stolen property. A lawsuit he filed in state court was dismissed on a technicality and the state Supreme Court upheld that decision.
